If any empire has >100 [[anacreon:game:planets]] __and__ >2 [[anacreon:game:designation#sector_capital|sector capitals]], a sector capital can randomly secede from the empire. This is unpredictable but essentially unavoidable except for players in the Law & Order [[anacreon:game:doctrine]], who have a reduced chance of secession combined with a special unit ([[anacreon:eras:era3:units#ground_units|Imperial Guards]]) that deters secession.
