The labor cost for structures to produce 1 kT of raw materials on a planet is affected by deposit abundance level. A planet that does not have an appropriate deposit cannot produce that resource at all and must import it if any is needed.
From most to least abundant, deposits are abundant, major, minor and trace. Planets with abundant deposits are the most suitable for being turned into designated resource worlds.
